People mimmick what they see.
No one told them what to do. They see enough others doing it, and they assume it’s safe enough, and good enough, for them to do too.
If you want to create change, create a herd around a new set of “normal” behavior.
Show examples of good Zoom meetings.
Show examples of individualized learning pathways.
Show examples of the behaviors you want.
And show them again and again and again, until the examples become normal.
